Beginning with the December 2022 MyNavy Assignment (MNA) cycle, Active Component Sailors in the following four sea-intensive ratings will be incorporated into DMAP in line with references (a) and (b) as well as additional guidance below: MM(B130) IC(B230) DC(B200) RS(B730) DMAP Phase I ratings (ABH, ABF, GSM, and CS) continue in DMAP. Sailors on sea duty in these four DMAP Phase II ratings with projected rotation dates (PRD) on or before 1 December 2023 may opt out of DMAP for their upcoming assignment process and enter the legacy sea-shore flow marketplace in line with references (c) and (d) by submitting an Electronic Personnel Action Request (NAVPERS 1306/7) to their detailer, via their command no later than 15 November 2022. All other Sailors in the four DMAP Phase II ratings will be automatically enrolled in DMAP and have their PRDs updated accordingly. Refs (a) and (b) are now applicable to DMAP Phase II ratings. Ops Alerts: Ops Alert 008-22 Command Pay and Personnel Administrator Certifying Officer Qualification Card Refer also to PPIB 22-29 CPPA Certifying Officer Qualification Card (see below) This Ops Alert announces the Command Pay and Personnel Administrator (CPPA) Certifying Officer Qualification card which forms the basis for certifying CPPAs that have met the minimum requirements to create and certify personnel and pay transactions within their respective units. The CPPA Certifying Officer Qualification Card must be completed prior to a CPPA being granted expanded authority for pay and personnel transactions. The qualification card will be completed in phases in order to allow for mastery of the transactions at the clerk and supervisory phases before moving on to become a certifying officer with release authority. Each phase must be completed in order, unless otherwise approved by the Transaction Service Center (TSC) Commanding Officer (CO), with proven mastery of previous phases. Once a phase is complete and signed, a copy shall be retained by the CPPA and forwarded to the servicing TSC with the CPPA’s request for system access. Note: Qualifiers, TSC and Regional Support Center (RSC) Supervisors (typically, military E7 and above, and civilian: GS-9 and above) shall ensure the CPPA has mastered the required skills through observation of submitted transactions. Digital signatures from qualifiers are acceptable. All prerequisites must be complete prior to starting the CPPA qualification card. MPA 27/22 DMO File Transfer Issue The purpose of this advisory is to provide information to the Field regarding DMO transactions submitted Thursday (10/27/22) through Tuesday (11/1/22). An issue was discovered preventing DMO transactions from Interfacing to DJMS. The DMO Team developed an interim workaround solution to extract DMO transactions entered Thursday (10/27/22) through Tuesday (11/1/22) to send to DJMS applications. Extracted DMO transactions were processed on 11/1/22 and will continue daily until the issue is resolved. These transactions can be verified in DJMS applications to ensure they posted correctly until reject reports are available. The cutoff for inputting/transmitting all transactions entered to DJMS Applications is 1800 EST until further notice. DFAS will advise with a follow up MPA when the issue has been resolved. 2. MPA 28/22 DMO File Transfer Issue Resolved The DMO file transfer issue reported in MPA 27/22 has been resolved. Normal DMO processing has resumed. 3. Selectees for advancement can expect to be assigned their original date of rank, which will overlap with the end of the traditional reporting period for E-6 periodic evaluations. This will relieve administrative burdens on commands by eliminating the need to reprocess evaluations, accurately ensure reporting continuity for Sailors who advanced, and standardize reporting across Navy Active and Reserve components. a. Navy Personnel Command (NPC) deployed eNavFit to the Reserve Component in December 2021 as described in Ref (a) and to the Active Component in February 2022 as described in Ref (b). Ref (c) includes the policy for eNavFit. To date over 37,000 summary groups have been created and over 27,500 appraisals have been received and entered into Sailors official military personnel file by NPC via eNavFit. NPC has authorized the continued use of NAVFIT98A until 31 December 2023 as an alternative while NPC resolves eNavFit challenges common with new software product implementation. Numerous fixes and enhancements to eNavFit have been implemented since the initial release and NPC continues to receive Fleet feedback which enables updates on a continuous basis. NAVFIT98A will be sunset on 31 December 2023. NAVFIT98A report postmarked prior to 1 January 2024 will be accepted. After 01 January 2024 NPC will only accept reports generated from eNavFit to include printed reports. 4. NAVADMIN 251/22 Physical Readiness Program CY 2023 Physical Fitness Assessment Cycle Announcement This NAVADMIN announces a single Physical Fitness Assessment (PFA) Cycle for calendar year (CY) 2023. CY23 PFA Cycle. The PFA cycle will be conducted from 1 February to 30 November 2023 in line with governing references. Fitness Report and Evaluation Guidance. In line with BUPERSINST 1610.10F, Navy Performance Evaluation System, commands should enter a 1-letter code indicating the result of each official PFA conducted during the reporting period in block 20.
